The data protection law formulated by the European Commission in 1998 prohibits the transfer of personal data of European citizens to other countries that do not comply with privacy protection standards. To comply with this directive, the US Department of Commerce and the European Union developed the Safe Harbor Program. It was designed to help protect the privacy and integrity of personal data collected and processed by US companies. Certified companies are allowed to protect the data of European Union citizens when it is transferred to servers and data centers located in the United States.

An organization must use information only for the purposes for which it collected the data and must be responsible for keeping it current and up-to-date.
