It is mandatory to issue documents using invoicing software certified by the Tax Authority. However, there are some exceptions. Find out which regime your business falls under!

Taxpayers subject to IRS and IRC are required to use an invoicing program certified by the Tax Authorities, provided that they issue invoicing documents in accordance with Article 36 and Article 40 of the CIVA. Invoicing software must be certified by the Tax Authority, as is the case with Vendus .

When is it mandatory to use a certified billing program?
It is mandatory to use a certified program in the following circumstances:

IRS or IRC taxpayers who issue billing documents;
Taxpayers who already use invoicing software;
Taxpayers who use a multi-company billing program.
In the event of the invoicing program being inoperable, it is possible to issue invoices or transport documents printed at authorized printers (they must subsequently be recovered for the invoicing computer program).

Note : invoicing programs are also considered to be those that only issue transport or shipping guides and that serve as a transport document, in accordance with the regime of goods in circulation .

When is it not mandatory to use an invoicing program?
According to Ordinance No. 363/2010 , it is not mandatory to use invoicing software when taxpayers meet one of the following requirements:

Turnover less than or equal to 100 thousand euros (in the previous tax period);
Documents issued through automatic distribution devices;
Provision of services for which it is customary to issue a receipt, entrance or transport ticket, password or other pre-printed document to the bearer as proof of payment.
What are the requirements for certifying billing programs?
For an invoicing program to be certified by the Tax Authority, it must meet the following requirements:

Have the possibility to export the file (for example, SAF-T );
Have a system that allows you to identify the recording of invoices and rectifying documents;
Have control over access to the computer system, requiring authentication for each user;
Not have any function that allows you to change, directly or indirectly, information of a tax nature;
Comply with the technical requirements approved by order of the Director General of the Tax and Customs Authority (AT).
