In one GDN operation, there was a case where the client wanted to deliver advertisements for English-related services to people who were not good at reading and speaking English .

So I set the language setting of Google Ads to "Japanese" and ran the ad .

The ad was displayed to a user whose Google personal account's "Ad Settings" language setting was set to "English."
Furthermore, the site being viewed was in English.

Conclusion
After consulting the help and contacting support, I came to the following conclusion:

GDN targets users by inferring their attributes based on their past site browsing history , so even if you set your Google Ads language setting to "Japanese" and are browsing an English site, ads may still be displayed.
In GDN, targeting is not limited by at least the "language" attribute information in the "Ad Settings" of a Google account (even if the language setting is "English," if the user has visited a Japanese site, they may be determined to be a Japanese user).
It is currently difficult to "strictly not deliver ads to English speakers ." However, it is expected that machine learning will gradually strengthen this tendency.
In this way, language-related targeting appears to infer attributes from past behavior, rather than being strictly restricted by an account's language settings.
