[Google Analytics] How to uniquely count multiple conversions by the same person

For example, let's say you were running ads in the following environment.

KPI: Number of customer leads
Source of lead generation: 1. Contact form submission, 2. e-book download
Furthermore, let's say there are multiple types of "lead sources" for each. For example, there are two sources of ① and five sources of ②.

In the support area in which I was responsible, as mentioned above, one user could take multiple conversion actions, so the number of conversions did not equal the number of customer leads.

Specifically, when a user performs each of ① and ② once via an ad, the ad conversion is recorded as "2". However, since it is only worth one customer lead, the ad could not be accurately evaluated against the KPI. (By the way, we use Google Analytics to measure the effectiveness of the ads.)

Furthermore, because the rules for thank you page URLs were not standardized, it was not possible to extract the number of "unique users" using GA. Although the client had introduced an MA tool, the measurement environment was not in place, making it difficult to use that information to evaluate the ads.
